        <p>Adhering to a congressional mandate that accompanied last year's record funding increase, the Peace Corps has prepared a comprehensive assessment and strategy document that examines the full scope of agency operations.</p>

        <p>In his opinion piece in <em>Politico</em>, Rep. Sam Farr writes that securing peace does not depend on more military funding, but rather on greater diplomatic efforts before, during, and after a conflict.&nbsp;&nbsp;He calls for a greater balance of funding between military efforts and diplomacy, saying that an increase in diplomatic efforts would both reduce the need for military funding and would increase our ability to create a lasting peace.&nbsp; He cites the Peace Corps, saying, "Dollar for dollar, the Peace Corps is the single most effective diplomatic tool we have, yet we continue to underfund its operations."&nbsp; This underfunding of the Peace Corps and other organizations like it, he says, is limiting our ability to use these important instruments to their fullest potential.&nbsp; You can read the full article <a href="http://www.politico.com/news/stories/0610/38174.html" target="_blank">here</a>.&nbsp;</p>

        <p>The Kerry-Lugar International Affairs funding letter has gained much support, with a total of 37 signatures.&nbsp; This letter urges the Senate Appropriations Committee to allocate the President's full $58.8 billion request for the International Affairs Budget.&nbsp; Allocating the full amount will greatly increase the likelihood that the Peace Corps will receive the funding it needs to expand and improve.&nbsp; Additionally, it will help support other international assistance programs that help the United States to address problems around the world.&nbsp; Please <a href="http://www.peacecorpsconnect.org/node/16984" target="_blank">follow this link</a> to see if your Senator has signed on to the letter, and if so, take a moment to say thank you!</p>

        <p style="margin: 0in 0in 0pt; font-family: Arial; font-size: 10pt;"><span style="color: #000000;">The Senate Budget Committee recently recommended a $4 billion reduction in President Obama's original $58.8 billion&nbsp;International Affairs Budget&nbsp;request.&nbsp;If this recommendation is&nbsp;adopted, Peace Corps may not receive the increase in funding&nbsp;it needs to expand and improve.&nbsp;With final Senate action on a budget in doubt, the final determination would shift to&nbsp;the Senate Appropriations Committee, when it allocates binding overall funding levels for&nbsp;international assistance&nbsp;and other&nbsp;federal programs.&nbsp;</span></p>

        <p>First Lady Michelle Obama delivered the commencement address Sunday to the graduating class at George Washington University.&nbsp; With a focus on public service, the First Lady had challenged the students by saying she would give the commencement address if they provided 100,000 hours of community service.&nbsp; Students reportedly performed 163,000 hours of service, including some short-term service abroad projects in Ghana and several South American nations.</p>
<p>In noting the many global challenges the students have witnessed in the past decade, the First Lady said "No one would have blamed you had you chosen to hunker down and turn inward; if you had simply focused on making sure your own lives were secure.&nbsp; But so many of you have done the exact opposite. Instead, you&rsquo;ve dived in.&nbsp; You&rsquo;ve reached out.&nbsp; You have volunteered and applied to organizations like Teach for America and <strong>the Peace Corps in record numbers.&nbsp; In fact, this year is the second year in a row that GW led universities of this size in the number of undergraduate alumni serving in the Peace Corps."</strong></p>
<p>Later in her remarks, Obama noted that her extraordinary experiences in travelling overseas as First Lady convinced her that it is in the nation's best interest to encourage more overseas engagement.&nbsp; "Now, there are some things that government can do, and things that I&rsquo;ll pursue as First Lady, to bring these opportunities within reach to more young people.&nbsp; For example, my husband is committed to substantially increasing the number of volunteer opportunities within the Peace Corps."</p>
<p>The First Lady also noted Peace Corps service is for the young at heart, with the oldest current volunteer being 85 years old.</p>

        <p>In the latest move toward Peace Corps expansion, the agency has announced plans to return to Colombia.</p>
<p>Under an agreement signed this week, Peace Corps expects to have volunteers return to Colombia this fall.&nbsp; Volunteers last served in Colombia in 1981.</p>
<p>Peace Corps has recently also announced plans to return to Indonesia and Sierra Leone.</p>

      <title>RPCVs Urge Peace Corps&#8217; Return to Bolivia</title>

        <p>As Peace Corps begins its return - after long absences - to Indonesia and Sierra Leone, the more recent 2008 departure from Bolivia is the subject of an advocacy effort by an independent group of RPCVs who served there.</p>
<p>One hundred Bolivia RPCVs - representing different years of service, regions of service and assignments - have written to Peace Corps Director Aaron Williams asking that volunteers return to the Andean nation.&nbsp; <a href="http://www.peacecorpsconnect.org/sites/default/files/Bolivia_RPCV_letter_to_Aaron_Williams.pdf">Follow this link</a> to read the letter.&nbsp;</p>
<p>One of those RPCVs, Robert Norman (2007 - 2008), has also been collecting letters from Bolivian citizens asking for Peace Corps to return.&nbsp; "The overwhelming response we have received inside Bolivia as well as from within the USA has been an amazing testament to the fact that our countries have a deeply established desire to share in the continuation of the Peace Corps."</p>
<p>The letter to the director notes that other volunteer organizations continue to operate in Bolivia.</p>

        <p>Robust funding for the Peace Corps in Fiscal Year 2011 will be impaceted - in no small part - by the amount of overall funding provided in the International Affairs Budget.</p>

        <p>The Senate Foreign Relations Committee had Peace Corps on the agenda at today's business meeting.</p>
<p>The Committee gave its approval to Senate Bill 1382, the <a href="http://thomas.gov/cgi-bin/query/z?c111:S.1382:" target="_blank">Peace Corps Improvement and Expansion Act</a>. Authored by RPCV Senator Chris Dodd, the legislation calls upon the agency to conduct an assesment of 18 issues identified as key to the improvement and expansion of Peace Corps operations, and provide a strategic plan that includes one&nbsp;and five year goals and benchmarks to measure progress.</p>
<p>The Bill was passed with a manager's amendment which eliminated the funding levels specifed in the original text. A member of Senator Dodd's staff commented that this will allow for more focus on improving and reforming the Peace Corps.</p>
<p>The Committee also approved the nomination of former NPCA Board Member Carrie Hessler-Radelet to become the next Deputy Director of the Peace Corps.</p>
<p>With today's votes by the Committee, both the legislation and the Hessler-Radelet nomination go to the full Senate for final approval.</p>

        <p>The deadline for signing on to the Dodd-Corker Peace Corps funding letter (which requests "robust funding for Peace Corps" in Fiscal Year 2011) is noon on Friday, March 19th.</p>

<p>Below you will find a list of key Senators WHO HAVE NOT SIGNED THIS YEAR'S LETTER.&nbsp; If your Senator(s) are listed below, please take the following action:</p>

<li>Contact the office of the Senator and ask to speak with the staff&nbsp;who handles international affairs issues.</li>

<p><strong>The latest additions are Representatives Keith Ellison (MN), Ed Markey (MA), Henry Waxman (CA), Donald Payne (NJ), Donna Edwards (MD), John Conyers (MI), Hank Johnson (GA), Jan Schakowsky (IL) and Jerrold Nadler (NY).</strong></p>

        <p>In the House of Representatives, the <a href="http://www.morepeacecorps.org/images/uploads/FY_11_Dear_Colleague_Letter_and_Cover_Ltr.pdf">Dear Colleague letter</a> issued Wednesday by RPCV Congressmen Farr, Honda, Petri, Driehaus and Garamendi is off to a great start!</p>
<p>The letter, which requests $465 million for the Peace Corps for Fiscal Year 2010, now has 19 signatures.</p>
<p><strong>The latest additions are Representatives Edolphus Towns (NY), Mazie Hirono (HI), Barney Frank (MA), John Sarbanes (MD), Jim McGovern (MA), Luis Gutierrez (IL), Eddie Bernice Johnson (TX) and Dennis Moore (KS).</strong></p>
